create an OL control for WFS GetFeature

Description

This is needed to determine which rule applies when a user clicks on a feature in a layer rendered by WMS. It would also be useful for a simple (WFS based) info tool.

Ideally, the control would fetch features based on a click or a box drag (given some target layer).

Created the WFSGetFeature control in the OpenLayers wfs sandbox ( http://trac.openlayers.org/changeset/8423). Working on integration into the demo right now.
