Match default symbolizers from GeoServer

Description

Given a partial symbolizer, we need to know what default properties to use. This should be configurable. The configuration for our initial application should match the defaults used by GeoServer.

r1053 partially addresses this. There is likely funky behavior when a polygon symbolizer has a stroke color but no width.

We should also allow for empty form values so we are not setting properties that people don't want.
